The vacancy was declared on August 18, 2026, in the seat formerly held by James Milam.
Pursuant to KRS 160.190 and Board Policy 01.3, the remaining members of the Board will appoint a qualified individual to fill the unexpired term by majority vote. The appointment must be made within sixty (60) days of the vacancy.

Interested individuals must submit a completed **Application for Board Vacancy** (the official form required under district procedure 01.3 AP.21).
The application:
- Serves as the required letter of intent under KRS 160.190
- Must affirm that the applicant meets all eligibility requirements of KRS 160.180
- Must include a transcript evidencing completion of the twelfth (12th) grade **or** the results of a twelfth-grade equivalency examination (affidavit alone is **not** sufficient for appointment)
- Must include the County Clerk’s Certification of Residence and Voter Registration (page 5 of the application)

Minimum Eligibility Requirements (KRS 160.180)
Applicants must:
- Be at least 24 years of age
- Have been a citizen of Kentucky for at least the last three (3) years
- Be a registered voter in the Russellville Independent School District
- Have completed at least the twelfth (12th) grade or hold a High School Equivalency Diploma
- Not hold any elective federal, state, county, or city office
- Not be directly or indirectly interested in the sale of property, materials, supplies, equipment, or services to the Board for which school funds are expended
- Not have a relative (father, mother, brother, sister, husband, wife, son, or daughter) employed by the District
- Meet all other legal qualifications under KRS 160.180 and Board policy

Board members are required by law to complete annual in-service training.
After the two-week solicitation period (website + newspaper of largest general circulation in the county), the Board will review applications and may interview candidates. Final appointment will occur in open session.
